As far as each City Council(wo)man is concerned, if you really want to know who they really don't want to place the heaviest tax-burden on, you just follow the money.
As it currently stands, two immediate cash-flow sources come to mind ... one, who's their day-job sponsor, and two, who mostly finances their campaigns. Also, just because Pasadena's political amateurs may not report a privately enhancing revenue-source that isn't immediately evident don't particularly mean that it ain't there.
